हिमाचल में 1422 करोड़ की जाइका परियोजना, केंद्र सरकार के प्रयासों का नतीजा : अनुराग ठाकुर
पूर्व केंद्रीय मंत्री व सांसद अनुराग ठाकुर ने हिमाचल प्रदेश में स्वास्थ्य सुविधाओं के सुदृढ़ीकरण हेतु जापान इंटरनेशनल कोऑपरेशन एजेंसी (JICA) की सहायता से प्रदेश में स्वास्थ्य संरचना को सुदृढ़ करने के लिए 1422 करोड़ की परियोजना की मंजूरी को केंद्र सरकार के प्रयासों का प्रतिफल बताया है।
अनुराग ठाकुर ने कहा “ देवभूमि हिमाचल के प्रति आदरणीय प्रधानमंत्री नरेन्द्र मोदी जी का विशेष लगाव है और केंद्र की मोदी सरकार ने हिमाचल के हितों का सदा ख्याल रखा है। हाल ही में हिमाचल प्रदेश में स्वास्थ्य सुविधाओं के सुदृढ़ीकरण हेतु जापान इंटरनेशनल कोऑपरेशन एजेंसी (JICA) की सहायता से प्रदेश में स्वास्थ्य संरचना को सुदृढ़ करने के लिए 1422 करोड़ की परियोजना की मंजूरी केंद्र सरकार के प्रयासों का प्रतिफल है। सर्वविदित है कि हिमाचल प्रदेश के मुख्यमंत्री ने 22.05.2025 को माननीय केंद्रीय स्वास्थ्य मंत्री से श्री जगत प्रकाश नड्डा जी से मुलाकात की और उन्होंने जापान अंतर्राष्ट्रीय सहयोग एजेंसी (JICA) से ऋण हेतु हिमाचल प्रदेश में राज्यव्यापी स्वास्थ्य सुविधाओं के सुदृढ़ीकरण हेतु प्रस्ताव को शीघ्र स्वीकृति प्रदान करने हेतु उनके हस्तक्षेप का अनुरोध किया। यह प्रस्ताव 1422 करोड़ रुपये का है, जिसमें से बाह्य सहायता 1138 करोड़ रुपये (80%) और राज्य सहायता 284 करोड़ रुपये यानी मात्र 20% ही है। मगर यह देखना दुर्भाग्यपूर्ण है कि राज्य सरकार इस मंज़ूरी का प्रचार प्रसार इस तरह कर रही है मानो मंज़ूरी की कुल राशि प्रदेश सरकार वहन कर रही है। इस विषय पर राज्य सरकार प्रदेश की जनता को गुमराह कर रही है”
JICA के लोन का 80 फीसदी वहन करेगी केंद्र सरकार
अनुराग ठाकुर ने कहा “ मोदी सरकार व वित्त मंत्रालय ने 30 जून 2025 को JICA से बाह्य सहायता के रूप में 1138 करोड़ रुपये के ऋण के साथ प्रस्ताव को मंजूरी दी। 1024.2 करोड़ रुपये ( 80%) का ऋण भारत सरकार द्वारा वहन किया जाएगा, जो हिमाचल प्रदेश को अनुदान के रूप में दिया जाएगा। जबकि हिमाचल प्रदेश द्वारा 113.8 करोड़ रुपये (20%) का ऋण वहन किया जाएगा। इसकी मदद से 300 करोड़ रुपये से मेरे संसदीय क्षेत्र के हमीरपुर में कैंसर अस्पताल की स्थापना व 650 करोड़ रुपये से हमीरपुर, नाहन, मंडी, टांडा, चंबा और आईजीएमसी शिमला में सुविधाएँ बढ़ाने पर खर्च होगा।
